FUNDING INFORMATION

The U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) is the largest federal funding process supporting housing and services for individuals and families experiencing homelessness. Through this program, communities compete annually for resources to address local needs. New applicants are encouraged to apply. 

As the designated CoC lead for San Antonio and Bexar County, Close to Home coordinates the local application process, provides guidance to project applicants, and ensures alignment with HUD priorities and community strategy. 

This section includes key resources, timelines, and tools to help partners navigate the NOFO process and maximize funding opportunities for our community. 

Close to Home, the CoC Board, applicants, and community partners have worked collaboratively throughout the local competition to prepare our community’s submission. We are incredibly grateful to everyone who has contributed their time, expertise, responsiveness, and partnership throughout this process.

The CoC Board has approved the final Consolidated Application and Priority Listing, with Close to Home planning to submit the completed application to HUD on Tuesday, September 29th, ahead of HUD’s September 30th deadline.

These materials also provide an opportunity to better understand the breadth of work happening across the Alliance to House Everyone and the strategies our community is advancing to prevent homelessness, respond to homelessness when it occurs, and help people achieve and maintain stable housing.

We encourage Alliance members, community partners, and members of the public to review the materials and continue engaging with Close to Home and the CoC Board as we strengthen our homeless response system.

FY 2026 CoC NOFO REOPENED

On Friday, September 18th, HUD reopened the FY 2026 CoC NOFO with a new deadline of September 30th.

The TX – 500 CoC (San Antonio and Bexar County) has resumed the process that was put on pause in early August to prepare for the September 30th deadline. Based on the local competition already conducted, the TX-500 CoC Board of Directors has approved the FY 26 CoC Priority Listing, detailing the projects recommended for funding.

Funding Categories

No additional projects will be accepted at this time. Projects recommended for funding should focus on local guidance including application corrections and final e-snaps submission.

With the reopening of the competition, the FY 2026 CoC NOFO competition timeline has been compressed. Please be sure to review the timeline below for review and submission dates.

IMPORTANT UPDATE

An update regarding the FY2026 Continuum of Care (CoC) Program Competition

As of August 10, 2026, the Continuum of Care (CoC) has been instructed to pause local competition activities until further guidance is provided for the FY 2026 Continuum of Care Program Competition.

This pause applies only to the FY2026 Continuum of Care Program Competition. It does not affect other HUD funding opportunities that have already concluded. San Antonio and Bexar County CoC Builds, Youth Homelessness Demonstration Program (YHDP), and Youth Homeless Systems Improvement (YHSI) collaborative applications have all been successfully submitted and are continuing through their respective review processes.

At this time:

• No further action is required from applicants.
• Please continue to retain all application materials and supporting documentation.
• Close to Home recommends all applicants to download their agency’s FY26 CoC NOFO Competition application submissions within e-snaps to ensure application retainment in the event the FY26 CoC NOFO Competition is resumed.
• HUD’s guidance and any revised timelines will be communicated as soon as they become available.
• Close to Home will provide applicants with feedback on their submitted applications so that it is available should HUD reissue the competition or resume the process.

Congress has established a December 1st deadline for HUD to announce FY2026 Continuum of Care renewal awards, and we await additional information from HUD.
