CoC Governance is the local leadership structure that sets direction for the homeless response system. It establishes and oversees policies, standards, and processes to ensure the system functions effectively and delivers strong outcomes.
Governance members serve the broader community and shared mission, not just their individual organizations. Through the Board of Directors, committees, subcommittees, and advisory groups, the CoC provides coordinated decision-making, accountability, and system-wide leadership.
This process is used to elevate and review emerging priorities through our committee structure, particularly those that may not have been identified in the Alliance One-Year Action Plan. The IFCC helps ensure new ideas, challenges, and opportunities from across the community are formally considered, discussed, and aligned within our governance process. A link to the IFCC form is included in each newsletter for easy access and submission. Not all items will be adopted and prioritized through CoC Governance.
HMIS & Data Advisory Committee
The HMIS & Data Advisory Committee guides the strategy and oversight of the community’s Homeless Management Information System (HMIS). The committee works collaboratively to ensure data is collected, analyzed, and reported effectively to inform decision-making, meet HUD requirements, and support transparency with the community.
Serving as a key link between the HMIS Lead and the CoC Board, the committee elevates data-related priorities, recommendations, and system improvements. The committee follows established governance processes, including the Governance Workflow Procedures (see Attachment C), and operates in alignment with the CoC Board’s direction and the community’s Homeless Strategic Plan.

Homeless Response System Advisory Committee
The Homeless Response System Advisory Committee brings together community partners to identify and advance strategies that improve services and housing connections for people at risk of or experiencing homelessness.
The committee operates in alignment with the CoC Board of Directors and the community’s Homeless Strategic Plan, and follows the Governance Workflow Procedures for decision-making (see Attachment C).

Alliance Communications Advisory Committee
The Alliance Communications Advisory Committee (ACAC) brings together community partners to strengthen public understanding of the coordinated homeless response system in San Antonio and Bexar County. The committee works to address communication challenges, align messaging, and elevate awareness of the Alliance to House Everyone’s vision and impact.
ACAC fosters clear, consistent, and empathetic communication that reflects coordinated solutions to homelessness. The committee reports directly to the Alliance Advisory Board and operates in alignment with the CoC Board of Directors and the community’s Homeless Strategic Plan.

Homeless Strategic Plan Advisory Board
The Homeless Strategic Planning Advisory Board leads the development and coordination of the community’s strategy to prevent and end homelessness in San Antonio and Bexar County. The board brings together key public funders and partners to align investments, priorities, and actions across the system.
As required by HUD, the CoC’s Collaborative Applicant participates in consolidated planning for the region. To support this, the board includes representation from local Consolidated Plan jurisdictions alongside the Collaborative Applicant, who convenes and administers the process.
The board ensures strategic alignment across funding sources and initiatives, and operates in alignment with the CoC Board of Directors and the community’s Homeless Strategic Plan.

Alliance Advisory Board
The TX-500 CoC Alliance Advisory Board convenes a representative group of partner agencies, at least semi-annually, to align on strategies to prevent and end homelessness in San Antonio and Bexar County. The board brings together Alliance agencies to coordinate efforts, address system-wide barriers, and strengthen collaboration across the homeless response system.
The Advisory Board plays a key role in setting priorities for the Alliance and CoC program funding, shaping communication strategies that humanize homelessness, sharing resources, and elevating best practices. It also serves as a space for connection, learning, and collective problem-solving among Alliance partners.

Lived Expertise Advisory Board (LEAB) & Youth Action Board (YAB)
The Lived Expertise Advisory Board (LEAB) and Youth Action Board (YAB) ensure that the voices of people with lived experience of homelessness are centered in decisions across the homeless response system.
The Youth Action Board (YAB) is made up of young people ages 17 to 25, most of whom have experienced homelessness. Members represent the needs of youth in San Antonio by shaping policy, informing program design, and advocating for system improvements that lead to safe, stable housing for all young people.
The Lived Expertise Advisory Board (LEAB) includes adults with lived experience of homelessness who provide critical insight into how the system works in practice. LEAB members help inform strategy, policies, and programs to ensure they are effective, person-centered, and grounded in real experience.
Together, LEAB and YAB play a vital role in strengthening the system by ensuring solutions are informed by those most impacted.
