ID Recovery

Replacing lost or stolen identification can be an extensive and costly process, further complicated for those experiencing homelessness. Securing proper identification is a critical step out of homelessness, opening access to shelters, treatments, job possibilities, housing, and other services. Our partners below provide free ID recovery services for our neighbors experiencing homelessness. 

Christian Assistance Ministry (CAM)

CAM assists clients with Birth Certificates & Texas IDs. CAM has a mailing service available for homeless clients needing a place to receive mail. Client must have some form of photo identification; a paper copy, old ID, mug shot, work ID or H4H ID, etc. is accepted.

ID Recovery Hours: Wednesdays only, beginning at 9:30a, limited to the first 15 clients, on a first come first serve basis. 
 
Clients are welcome to review the documents that are required by the Texas Dept. of Public Safety and Vital Records to obtain a State ID or Birth Certificate during CAM’s regular hours of operation, Mon-Thur, 9:30a-3:00p and Friday  9:30- 11:30a. 

SA Hope Center

SA Hope Center helps clients who lost documents or recently exited an institution with ID and Birth Certificate Recovery. Designated hours are for walk-in clients only. Call to schedule an appointment outside of these hours. Clients need a medical letter to begin the ID recovery process.

St. Mary’s University School of Law

The Identification Recovery Program at the Center for Legal and Social Justice provides free services to people experiencing homelessness to obtain identification documents, including birth certificates, marriage licenses, divorce decrees, Texas identification cards, K-12 school records, and Social Security cards. They provide services weekly for clients and guests of Haven for Hope on Haven’s campus, typically on Friday afternoons or by request on a referral basis.

SAPD Hope Team (by referrals only) 

The San Antonio Police Department’s HOPE Team (Homeless Outreach Positive Encounters) is a renewed approach to addressing homelessness through a community-oriented collaboration between public and private/nonprofit service providers. The program assists individuals on a referral/appointment-only basis through the process of recovering their ID. 
 
Case Managers can call (210) 207-6329 or email sapdhopeteam@sanantonio.gov to get the ID recovery process started for their client(s). ID Recovery Hours: Monday – Thursday, 9:00a to 2:00p. 

San Antonio Public Library – Enhanced Library Card

Enhanced Library Cards can be used to access library services and serve as a picture ID to supplement documentation to prove your identity. To apply for an Enhanced Library Card, schedule an appointment by calling or visiting one of the four libraries below that offer Enhanced Library Cards. Bring any photo ID that includes your name, photo, and entity that issued it. Visit the program’s website for more information and FAQs.
